Vantage Point: October 2026

FY2027 opened on October 1 without a shutdown, but also without full-year budgets. Every federal agency is operating under a continuing resolution through December 11, 2026, which typically slows new competitions until final appropriations are set. That makes this fall a positioning window: FY2026 awards are landing now, and the organizations that prepare during the CR will be ready when FY2027 opportunities open.

Higher Education

  • Workforce Pell is live: effective July 1, 2026 for programs of 150 to 599 clock hours. By late September only about 20 programs had cleared both governor and ED approval, none yet in California, Oregon, or Washington.

  • TRIO and SIP: in late August, ED awarded about $187M in TRIO Talent Search and EOC grants, with roughly $40M still unawarded. The FY26 SIP competition was redirected toward workforce readiness, AI training, and short-term programs.

  • NSF: a September 10 memo created four Frontier Initiatives (Intelligence, Quantum, Advanced Materials, Biological Design). NSF is holding about $1B for Grand Research Challenges after issuing far fewer FY26 awards than last year.

Healthcare

  • Rural Health Transformation Program: $10B per year for five years. FY26 allocations: California $233.6M, Oregon $197.3M, Washington $181.3M, distributed through state subgrant competitions. FY27 state levels are expected in October.

  • SAMHSA: $77M awarded August 31 (prevention, treatment and recovery, community mental health, 988 follow-up), after $281M in summer funding opportunities.

  • HRSA: the 2026 rural portfolio ($140M) sets the template for FY27. New NOFOs are expected after full-year Labor-HHS funding.

Municipal: Police, Fire and Local Government

  • DOJ: the FY26 Byrne JAG State and Local Formula closed in late September; pass-through subgrants follow. FY26 COPS decisions are expected this fall (CHP applications closed July 29; no awards announced as of October 5).

  • FEMA fire grants: the $648M FY25 round (AFG, SAFER, FP&S) closed June 22, with awards due by September 30. The FY26 round is not yet open.

  • Look ahead: with the CR running through December 11, FY27 DOJ and FEMA solicitations will likely cluster in early 2027 with 3 to 5 week windows.

Business and Industry

  • SBIR/STTR is back: reauthorized April 13, 2026 through September 30, 2031 after a six-month lapse. Phase II strategic breakthrough awards go up to $30M, with agency submission caps starting in FY27.

  • DoD solicitations: the sixth and final FY26 DoD SBIR/STTR release (44 topics) closes October 21; FY27 topics follow under a new announcement. DARPA BAAs ($4B+) are open year-round.

  • EDA, rolling with no deadline: Public Works ($600K to $5M) and Economic Adjustment ($150K to $2.5M) for industrial sites, infrastructure, and workforce projects. Public, nonprofit, and college applicants with employer partners; 50% match, up to 80% federal in distressed areas.
