Federal funding remained anything but predictable in 2026, with a 43-day shutdown, a brief lapse at DHS, and a fragmented appropriations calendar. Even so, hundreds of millions of dollars are actively moving across the sectors below, with clear signals about what comes next.
Higher Education
Title III/V Strengthening Institutions and MSI grants (ED): about $366M competed in the FY26 cycle for capacity-building, retention, and infrastructure at eligible 2- and 4-year institutions; next round expected spring 2027.
NSF, all directorates: recurring deadlines run year-round (CAREER, MRI, EPSCoR, workforce programs); FY26 CAREER awards up to $400K.
Full-year ED funding: Labor-HHS-Education was enacted for the full FY26 year, giving campuses a rare stable window to plan multi-year proposals.
Healthcare
HRSA Rural Health portfolio: $140M released in 2026, including Rural Communities Opioid Response ($64M), Rural Residency Planning and Development ($11M+), Rural Health Network Advancement (up to $500K), and Telehealth ($9.7M).
HHS beyond NIH: HRSA, SAMHSA, CDC, ACF, and AHRQ continue issuing rolling NOFOs for behavioral health, workforce, and community health center capacity.
Planning window: full-year Labor-HHS-Education funding supports stable multi-year proposal planning ahead of the FY27 cycle.
Municipal: Police, Fire and Local Government
DOJ / COPS Office: nearly $700M in active NOFOs, including Hiring ($158M), Technology and Equipment ($400M), and STOP School Violence ($73M), plus mental health, active shooter preparedness, and anti-drug task force funding.
FEMA AFG and SAFER: $648M made available in 2026 for equipment, PPE, and staffing; rounds typically reopen annually in December.
Look ahead: expect the FY27 DOJ and FEMA cycles to open late 2026 into early 2027. Early positioning matters.
Defense Industry
DoD SBIR/STTR: about $1.8B per year across 14 components (Army, Navy, Air Force, DARPA, DLA, and more); Phase I up to about $314K, Phase II up to about $2.1M; topics released 2 to 3 times per year.
DARPA BAAs: $4.3B FY26 enacted budget, open year-round via white-paper submission; awards range from $500K to $10M.
OLDCC Defense Community Infrastructure Program: the $230M FY26 round supported installation-adjacent infrastructure; a comparable FY27 round is expected for communities and consortia near military installations.
